A Chinese help desk was jointly established by the Philippine National Police (PNP) and the Presidential Anti-Organized Crime Commission (PAOCC) to deter crimes that transcend borders and are linked to organized crime groups.
In a statement Friday, Oct. 31, acting PNP Chief Police Lt. Gen. Jose Melencio Nartatez Jr. said the Chinese Desk, will serve as a vital mechanism to boost coordination in the country’s fight against transnational crimes.
Nartatez said the Chinese Desk seeks to enhance inter-agency cooperation and improve law enforcement responses to crimes that transcend borders such as kidnapping, scamming, and other illegal activities linked to organized crime groups while protecting the rights and safety of all communities in the Philippines.
“Through this desk, we can respond swiftly and effectively to incidents involving Chinese nationals while maintaining full respect for our laws and due process,” he said.
He emphasized that the partnership aims to build trust and ensure the safety of both the Filipino-Chinese community and the general public.
“Layunin po natin na mapabilis ang koordinasyon at mapalakas ang ugnayan ng mga ahensya para masugpo ang mga sindikatong kumikilos sa loob ng ating bansa. Hindi po ito para sa iisang grupo lamang, kundi para maprotektahan ang lahat ng mamamayan, Filipino man o banyaga, laban sa kriminalidad (Our goal is to accelerate coordination and strengthen collaboration among agencies to dismantle syndicates operating within our country. This is not intended to benefit any single group but to protect all people, Filipinos and foreigners alike, from criminal activities,” he explained.
The Chinese Desk was launched by the PNP and PAOCC last Oct. 28 in Binondo, Manila, in coordination with the Chinese Embassy in the Philippines.
Earlier, the Chinese Embassy in the Philippines provided authorities with an initial list of 27 missing Chinese nationals in the Philippines.
Security agencies would cross-match the list with their own intelligence databases to determine the status and possible whereabouts of the individuals.
Nartatez said the PNP is already working closely with the PAOCC, Bureau of Immigration, and other concerned agencies to verify information and trace potential links to criminal activities such as human trafficking, illegal detention, or cyber fraud operations.
He directed the PNP Anti-Cybercrime Group (ACG), Criminal Investigation and Detection Group (CIDG), and Intelligence Group (IG) to coordinate closely with concerned agencies for real-time intelligence sharing and joint efforts against transnational crime syndicates.
