Mayor Isko suspends work, classes in Manila on Oct. 31 for Undas observance

Mayor Francisco "Isko Moreno" Domagoso has signed an executive order suspending work in all city government offices and classes at all levels, both public and private, on Friday, Oct. 31, 2025, in observance of All Saints’ Day and All Souls’ Day (Undas).
The directive, issued through Executive Order No. 67, follows Presidential Proclamation No. 727, signed by President Ferdinand R. Marcos Jr. on Oct. 30, 2024, which designates certain dates as regular holidays and special (non-working) days nationwide.
Under the order, classes in all levels, public and private, are suspended effective 12 a.m. on Oct. 31.
“All Saints’ Day and All Souls’ Day are solemn occasions deeply rooted in Filipino culture and tradition,” Domagoso said.
“The suspension will allow Manileños sufficient time to travel, prepare, and honor their departed loved ones.”
Likewise, work in departments, bureaus, and offices of the City Government of Manila will also be suspended on the same date and time.
However, essential services such as health, peace and order, disaster response, and traffic management will remain fully operational. Heads of these offices have been instructed to ensure the uninterrupted delivery of frontline services throughout the long weekend.
Private establishments in Manila have been advised to exercise discretion in suspending work or adopting flexible arrangements for their employees.
Domagoso encouraged residents to plan their schedules accordingly, travel safely, and observe health and safety protocols while visiting cemeteries and memorial parks during the Undas weekend.
