Former Ilocos Sur governor Luis “Chavit” Singson is prodding the Independent Commission on Infrastructure (ICI) to launch a full investigation into the flood control projects in Ilocos Norte--the home turf of the Marcoses.
Singson made the call in a 15-minute video statement, wherein he claimed that "billions of pesos in flood control projects" were poured into Ilocos Norte's infrastructure works.
“I am urging the government to start the investigation in Ilocos Norte to ensure transparency and accountability in the implementation of these projects,” Singson said.
“The public deserves to know where their money is going," added the businessman and former politician.
He raised concerns that, despite the national government’s investment of more than P500 billion in flood control initiatives since 2022, communities across the country continue to experience worsening flooding.
This, he said, suggests the need to review how funds were allocated and whether projects were properly implemented.
Singson cited reports of incomplete or delayed flood control works in several areas and questioned why some contractors allegedly continue to receive large-scale projects.
He says “independent oversight” is necessary to prevent corruption and to ensure that public infrastructure programs deliver long-term benefits.
“Billions of pesos have been spent on flood control projects, yet many areas still sink in floodwater every year. We have to ask if the problem lies in implementation or if the funds are being used elsewhere,” he said.
Singson said the ICI, which was formed earlier this year to review major public works programs, should “begin its work where the questions are loudest".
He added that the investigation should include both local and national projects that were implemented under the Department of Public Works and Highways (DPWH).
President Marcos himself exposed in his State of the Nation Address (SONA) last July what has been termed the flood control projects corruption scandal. Less than two months later, he formed the ICI to act as a special investigator of sorts into thesenallegations of massive corruption in these projects.
The ICI then makes case recommendations to the Office of the Ombudsman.
