The Department of Public Works and Highways (DPWH) will seek the endorsement of top environmental and flood management experts before including any flood control projects in its 2027 budget.
DPWH Secretary Vince Dizon made the announcement during a Wednesday meeting with University of the Philippines-Nationwide Operational Assessment of Hazards (NOAH) Executive Director Alfredo Lagmay, UP flood systems expert Guillermo Tabios III, and Department of Environment and Natural Resources (DENR) Undersecretary Carlo Primo David.
“I'm asking this group to vet the plans. If they say the plans are good and will have a positive effect on flood mitigation in various areas, then we will put those plans in the 2027 budget,” Dizon said.
He stressed that projects lacking the technical working group’s endorsement will be excluded.
“Hindi ko yan ilalagay sa 2027 NEP… walang papasok under my watch na flood control project na hindi sasabihin nitong group of experts na ito na, ‘tama yan,’ ‘okay yan,’ ‘dapat gawin,’” (I will not include that in the 2027 National Expenditure Program… no flood control project will be implemented under my watch without this group of experts saying, ‘this is correct,’ ‘this is okay,’ ‘this should be done’), he asserted.
The move follows President Ferdinand Marcos Jr.’s directive that no locally-funded flood control projects be implemented in 2026 due to unutilized 2025 funds, a policy Dizon fully supports.
“We are in full support of the wisdom of the President when he said there will be no locally funded flood control projects in 2026,” he added.
The Secretary said the agency will prepare its proposed 2027 budget as early as February, together with the technical working group.
He emphasized that expert involvement ensures that all flood control projects are science-based, carefully planned, and not merely a money-making scheme.
“Bottom line, we want to understand what DPWH needs to do to assist in not only flood mitigation but also overall management of water resources,” Dizon concluded.
