Bataan, QC, Tanay elevated to business-friendly hall of fame
The Philippine Chamber of Commerce and Industry (PCCI) honored outstanding local government units (LGUs) across the country for their excellence in governance, business facilitation, and local economic development during the 2025 Most Business-Friendly LGU Awards held at the SMX Convention Center Manila as part of the 51st Philippine Business Conference & Expo (PBC&E).
Leading this year’s awardees are Bataan Province, Quezon City, and the Municipality of Tanay, Rizal, which were all elevated to the Hall of Fame after winning the prestigious award three times within the last five years. Their consistent achievements in promoting economic dynamism, streamlining business processes, and fostering public-private partnerships have set them apart as models of local governance and competitiveness.
The Hall of Fame honors were conferred on Bataan Province, represented by Governor Jose Enrique S. Garcia III under the Province Level; Quezon City, led by Mayor Ma. Josefina G. Belmonte under the City Level 1A (NCR highly urbanized cities); and Tanay, Rizal, headed by Mayor Rex Manuel C. Tanjuatco under the Municipality Level 1 (first to second class municipalities).
Other national winners include Iloilo City, represented by Mayor Raisa S. Treñas (City Level 1B – provincial highly urbanized cities); Ilagan City, under Mayor Josemarie L. Diaz (City Level 2 – first to second class component cities); Alaminos City, under Mayor Arth Bryan C. Celeste (City Level 3 – third to sixth class component cities); and Magallanes, Cavite, under Mayor Janessa Ann Maligaya de Ramayo (Municipality Level 2 – third to sixth class municipalities).
The awardees were evaluated based on key criteria, including fast-tracking sustainable local economic development, ease of doing business initiatives, investment promotion programs, enhancing sectoral competitiveness, and alignment of target industries with local resources and priorities.
Awards were presented by Executive Secretary Lucas P. Bersamin, Department of Science and Technology (DOST) Secretary Dr. Renato U. Solidum, Jr., Department of Information and Communications Technology (DICT) Secretary Henry Rhoel Aguda, PCCI President Consul Enunina V. Mangio, 51st PBC&E Chairman Dennis Anthony H. Uy, 51st PBC&E Co-Chairman Arturo C. Guerrero III, PCCI Chairman George T. Barcelon, PCCI Chairman Emeritus Sergio R. Ortiz-Luis, Jr., PCCI Past President and Director Edgardo G. Lacson, LGU Awards Chairman Atty. Pablo M. Gancayco and SMX General Manager Michael Albaña.
