Mayor Isko tells taxpayers: Avail of tax amnesty, real property tax discount
Manila Mayor Francisco "Isko Moreno" Domagoso urged business and property owners in the city to avail themselves of its General Tax Amnesty and huge Real Property Tax (RPT) discounts for early payers as part of the city's expanded efforts to help taxpayers keep up with their dues while simultaneously boosting Manila's fiscal recovery.
Domagoso made the statement during the Anvil Exchange Forum spearheaded by the Anvil Business Club held at the Manila Hotel on Tuesday, Oct. 28, wherein he reminded business owners that Manila's General Tax Amnesty under Ordinance No. 9118 remains in effect until Dec. 31, 2025.
The mayor explained the amnesty aims to provide reprieve for taxpayers and encourage them to "come clean, be forgiven, and start fresh" on their taxes and other dues to the city.
Domagoso said the city government had already collected P266.36 million in delinquent taxes since the amnesty’s implementation, consisting of P127.43 million in real property tax, P94.98 million in business tax, and P43.93 million in miscellaneous collections.
He noted that without the amnesty, the total dues would have reached P380.17 million. This means taxpayers collectively saved around P113.8 million through the program.
"As of October 2025, a total of 13,988 taxpayers have availed of the amnesty to regularize their accounts and clear longstanding obligations. May natitira pa kayong dalawang buwan—hanggang Disyembre 31, 2025—upang mag-avail ng ating General Tax Amnesty. Huwag na po ninyong palampasin ang pagkakataong ito (You still have two months left—until Dec. 31, 2025—to avail of our General Tax Amnesty. Don't miss this opportunity)," the local chief executive said.
“Malinis na ang inyong record, wala nang habol o problema sa buwis, at nakakolekta naman ang pamahalaan ng pondo para sa mga proyekto ng taumbayan (Your record is now clean, there are no more tax claims or problems, and the government has collected funds for projects for the people)," he added.
The earlier, the better
Aside from the General Tax Amnesty, the city government had also set up huge discount incentives for the early payment of 2026 Real Property Tax.
According to Domagoso, a 20 percent discount is available for full payments made before Dec. 10, 2025; a 15 percent discount for payments made from Dec. 11 to 29; and a 10 percent discount for those settled between Dec. 30, 2025, and Jan. 31, 2026.
Domagoso also urged taxpayers to use the Go Manila digital platform for paying real property and business taxes, securing permits, and accessing other e-government services to make compliance easier, noting that these innovations have significantly improved efficiency in City Hall operations.
Under his administration's Make Manila Great Again program, Domagoso said the city has created 6,257 new businesses, generated 16,000 jobs, raised collection efficiency from 61 percent to 81 percent, and cut zoning requirements from 22 to 7.
