DAVAO CITY – The Davao City Council approved on Tuesday, Oct. 28, a total of P2.7 million in financial assistance for earthquake-hit Davao Oriental.
Councilor Danilo Dayanghirang, head of the Committee on Finance, Ways and Means, and Appropriations, speaking during the Pulong-Pulong sa Dabawenyos media forum at the Sangguniang Panlungsod, said the aid will be sourced from the city’s Quick Response Fund (QRF), a five percent Disaster Risk Reduction and Management Fund (DRRMF) component.
He said the amount was certified as urgent by the Office of the City Mayor and endorsed by the Davao City Disaster Risk Reduction and Management Office (CDRRMO).
Under the approved ordinance, Davao City will provide P1 million to Davao Oriental, P500,000 for Mati City, and P300,000 each for the municipalities of Caraga, Manay, Tarragona, and Baganga, all under a state of calamity following the double earthquakes.
The councilor said the city still has an available balance of P204 million in its DRRM fund for the year.
“We only have three months to go, so I hope, God forbid, we have enough money to take care of any disaster in Davao,” Dayanghirang said, adding that unused funds will revert to the city’s coffers and form part of next year’s trust fund for emergency response.
Dayanghirang said that the financial assistance will be released through checks delivered directly to the recipient local government units to ensure transparency and proper delivery.
He said the city treasurer or an authorized representative from the CDRRMO, retired Col. Alfredo Baluran, will handle the transfer and turnover of the assistance.
“The usual practice is that Col. Baluran delivers the check to the LGU, accompanied by the city treasurer. Upon receipt, the LGU issues an acknowledgment,” Dayanghirang added.
Davao City has consistently extended aid to other localities affected by disasters since 2013, a practice that began under former President Rodrigo Roa Duterte’s term as mayor and continued under his children’s leadership.
