Muntinlupa resolution approved for promotion of rights of migrant workers, families
The Muntinlupa City Council approved a resolution authorizing Mayor Ruffy Biazon to sign an agreement for the promotion of rights and welfare of the public, and migrant workers and their families.
Resolution No. 2025-136 was passed allowing Biazon to sign a multi-party agreement with the Department of Migrant Workers (DMV), Overseas Workers Welfare Administration (OWWA), Department of Labor and Employment (DOLE) and the Technical Education and Skills Development Authority (TESDA).
The resolution emphasized that “the lack of awareness on the programs and services that concerned government agencies and local government units (LGUs) in the field of overseas employment, including return and reintegration, contributes to the vulnerability of the public, particularly the migrant workers and members of their families.”
It added that “illegal recruitment and trafficking in persons adversely affect labor mobility and prey on the vulnerability of the public and migrant workers, and have become a serious and general concern of government.”
Under the memorandum of agreement, “the parties shall ensure the performance and obligations on the privacy and security of any and all confidential, privileged, personal, and/ or sensitive personal information that the Parties and their officers, employees, or agents may have access to; and shall store, use process and dispose the said information in accordance with Republic Act No. 10173 or the ‘Data Privacy Act of 2012,’ its Implementing Rules and Regulations and applicable National Privacy Commission (NPC) issuances.”
