TUCP Party-list Rep. Raymond Democrito Mendoza became the first among 11 deputy speakers in the House of Representatives to voluntarily make his statement of assets, liabilities, and net worth (SALN) public on Monday afternoon, Oct. 27.
In the document, Mendoza declared a net worth (total assets minus total liabilities) of P35.965 million. He did not declare any liabilities, meaning the amount was purely assets-based.
Mendoza said the decision to release his SALN was consistent with TUCP’s long-standing advocacy for full transparency and public accountability,.
He says that it also supports the renewed call for disclosure of SALNs of all public officials, saying it ia aligned with the efforts of the SALN Review and Compliance Committee recently reconstituted under the leadership of House Speaker Faustino “Bojie” Dy III.
“We firmly believe that lifestyle checks founded on honesty and transparency are key to confronting and preventing corruption in government. I support making the SALNs of public officials readily available without the long and tedious requirements that hinder access," Mendoza said.
"Let us innovate by embedding SALN general information on official government websites in the spirit of open and accountable governance. The Filipino people elected us to serve them, hence we owe our people, our voters, and our workers nothing less than full transparency,” stressed the deputy speaker.
According to the September 2025 Pulse Asia survey, only 25 percent of Filipinos trust the House of Representatives to effectively address corruption in flood control projects.
But as a silver lining of sorts, 71 percent of Filipinos believe that those responsible will be held accountable, and a plurality express confidence that ongoing Congressional investigations are uncovering the truth.
“These numbers should challenge us. We must reform within our own ranks and rebuild the people’s trust by restoring credibility and integrity in our system of government. Open both technical and administrative processes to public scrutiny. Institutionalize regular national lifestyle check of all in government to be overseen by an independent body.
"And always engage as many sectors as possible in policymaking and decision-making if truly we are a government of, by, and for the Filipino people,” underscored Mendoza.
Mendoza is the uncle of Tingog Party-list Rep. Yedda Marie Romualdez, wife of former House Speaker, Leyte 1st district Rep. Martin Romualdez.
Mendoza's additional disclosures in his SALN include the following: his brother, Michael Democrito C. Mendoza, was first appointed on Aug. 5, 2024 as a member representing the workers’ group in the Social Security Commission (SSC) of the Social Security System (SSS). His niece, Rochella Marie “Ella” Taliño Taray, assumed office as vice governor of the province of Cotabato on June 30, 2025.
