The Department of Public Works and Highways (DPWH) has validated 798 of the 946 infrastructure projects flagged by senators as “reappearing” items in the proposed 2026 national budget.
DPWH Secretary Vince Dizon, during the Senate budget deliberations on Monday, said the validated projects, amounting to P11.65 billion, are ongoing initiatives and not duplicate or double-funded entries.
He explained that the validation process relied on geotagged and timestamped photos to confirm the progress of each project and address concerns that some projects could be mistakenly listed twice in the 2026 NEP.
The issue surfaced after Senator Sherwin Gatchalian, chairman of the Senate Committee on Finance, disclosed that over 6,000 DPWH projects worth P271 billion showed possible red flags.
These included missing station numbers, duplication, multiple phases, or reappearance from the 2025 General Appropriations Act (GAA) to the 2026 National Expenditure Program (NEP).
Gatchalian earlier warned that up to P348 billion could be cut from the department’s proposed 2026 budget if the flagged entries were not sufficiently justified.
Following the validation, Dizon said the DPWH revised project nomenclature to clearly indicate whether an entry is for continuation or completion.
He stressed that the validated projects are consistent with agency records and documentation.
“So far, there has been no instance where a completed project reappeared in the 2026 NEP,” Dizon said.
Out of the 946 flagged projects, 148 projects worth over P2.7 billion remain under validation due to time constraints.
Dizon assured the Senate that funding for these unverified projects can be removed if validation is not completed before the deadline.
Gatchalian gave the DPWH until Oct. 31 to finish the validation process.
Earlier, the DPWH’s proposed P881.31-billion budget for 2026 was trimmed to P625.78 billion following the removal of locally funded flood control projects flagged as substandard or non-existent.
