“Aware naman na po tayo na may nakabinbin na ganito sa SET at handa po tayong harapin ito (We are already aware that such a case is pending before the SET, and we are ready to face it),” Tulfo said in a statement on Monday, Oct. 27.
“Matatandaang kaparehong tao rin po, na isang disbarred lawyer, ang paulit-ulit na nag-file ng disqualification case laban sa akin noong panahon ng kampanya kaya di na rin po tayo nagulat. At lahat po ng DQ cases na isinampa ng taong ito laban sa akin ay dismissed na (It will be recalled that the same person—a disbarred lawyer—had repeatedly filed disqualification cases against me during the campaign period, so we are no longer surprised. All the disqualification cases that this person filed against me have already been dismissed),” he added.
Tulfo was referring to Berteni Cataluna Causing, a former lawyer disbarred by the Supreme Court for violating the lawyer’s oath. Causing filed the petition for quo warranto against Tulfo before the SET on July 15, 2025, according to records presented during the Senate Finance Committee hearing on the tribunal’s proposed 2026 budget.
During the hearing, SET Deputy Secretary Eleanor Francisco-Anunciacion confirmed that a quo warranto case was pending against a member of the Senate but did not identify the lawmaker.
However, the name of the respondent appeared in a PowerPoint slide showing that the case was filed by Causing.
Causing, who had previously been declared a nuisance candidate after filing his certificate of candidacy for the 2025 senatorial race, has long sought Tulfo’s removal from public office. As early as October 2023, he had publicly called for Tulfo’s ouster while the latter was still serving as a party-list representative.
In March, the Commission on Elections (Comelec) First Division dismissed Causing's petition to disqualify Tulfo.
Despite the renewed legal challenge, Tulfo emphasized that he remains focused on his legislative work.
“Sa kabila ng lahat ng ito, tuloy lang po tayo sa trabaho (Despite all this, we will just continue doing our work),” the senator said.
“Inihalal po tayo ng taumbayan para maglingkod at ‘yun ang patuloy nating ginagawa (The people elected us to serve, and that is what we continue to do),” he added.
The SET is now chaired by Justice Marvic Leonen and members of the Tribunal include Justice Ramon Paul Hernando, Justice Henri Jean Inting, Senators Pia Cayetano, Francis “Kiko” Pangilinan, Camille Villar, Paolo “Bam” Aquino IV, Alan Peter Cayetano and Robinhood “Robin” Padilla.
