Bulacan police, Gov. Fernando present suspect in Capistrano-Toribio murder case

The suspect, identified as Christian Roxas, alias “Lupin,” was arrested on Wednesday, Oct. 22, in a joint law enforcement operation led by the Tracker Team of the Provincial Intelligence Unit of the Bulacan Police Provincial Office (PPO), in coordination with the Bulacan 1st Provincial Mobile Force Company and the Navotas City Police Station.

Fernando commended the Bulacan police, particularly the Provincial Intelligence Unit, for the successful operation that led to the arrest of one of the suspects in the high-profile killing of the former ABC president and ex-officio member of the Sangguniang Panlalawigan.
He recalled that Oct. 3, 2024, remains a painful date for Bulakenyos, as the province was stunned by the brutal killing of Board Member Capistrano and his driver in Barangay Ligas, Malolos City.
"Wala kaming pinalampas na araw katuwang ang mga ahensiyang nagpapatupad ng batas hangga't hindi napapanagot ang lahat sa sangkot sa krimeng ito (We have not let a day pass without working closely with law enforcement agencies until all those involved in this crime are held accountable)," the Bulacan governor said.
The governor said the arrest of “Lupin” is a major step toward achieving justice for the victims and their families, bringing renewed hope and reassurance to the Capistrano family and the people of Bulacan.
He added that follow-up operations are underway to track down and apprehend the remaining suspects.
