Marcos vows: No Filipino will be left without a home

President Marcos vowed that his administration “will not stop working” until every Filipino family has a home they can call their own, underscoring housing as a central pillar of his “Bagong Pilipinas” agenda.
Speaking at the National Housing Expo 2025 in Pasay City, the President said the government remains committed to expanding and accelerating the Expanded Pambansang Pabahay Para sa Pilipino (4PH) program to reach more families nationwide.
“Hangga’t may mga Pilipinong nagnanais ng sariling tahanan, hindi po titigil ang pamahalaan sa aming pagkilos (As long as there are Filipinos who dream of owning a home, the government will not stop working),” he said Thursday, Oct. 23.
“Walang hihinto sa trabaho. Walang maiiwanan sa Bagong Pilipinas (No one will stop working. No one will be left behind in Bagong Pilipinas),” he added.
The Chief Executive called the housing expo—organized by the Department of Human Settlements and Urban Development (DHSUD)—a showcase of government-private sector collaboration in addressing one of the country’s most persistent social challenges.
“Ngayong araw, muli nating pinagtitibay ang ating pangarap na ang bawat pamilyang Pilipino ay magkaroon ng ligtas, maayos, at sariling tahanan (Today, we reaffirm our dream that every Filipino family will have a safe, decent, and permanent home),” he said.

Land titles for long-time settlers

Marcos also announced the distribution of land ownership certificates to residents of Los Baños, Laguna; Lucena City; Iloilo City; and Caloocan City, marking what he called “a long-overdue victory” for families who have lived for years on government land.
“Sa wakas, pormal nang mapapasainyo ang mga lupang matagal na ninyong tinitirahan—lupang tunay na maituturing na nasa inyo na (At last, the land you have long lived on will formally be yours—land you can finally call your own),” he said.
He added that the land distribution symbolizes the government’s promise that “housing is not a privilege but a right that must be realized for every Filipino.”

Pag-IBIG loans, new homeowners surge

President Marcos reported that 57,000 Pag-IBIG members have become new homeowners or improved their houses this year, as the agency released P75 billion in cash loans to help nearly three million workers meet their urgent financial needs.
He cited the 4PH Program’s three-percent annual interest rate for low-income borrowers as one of the most affordable housing options in the country, extending also to overseas Filipino workers (OFWs) and graduates of the Pantawid Pamilyang Pilipino Program (4Ps).
“Sa pamamagitan ng Pag-IBIG Fund, maaari nang makakuha ng abot-kayang housing loan (Through the Pag-IBIG Fund, Filipinos can now access affordable housing loans),” he said.

Sustainable and climate-ready housing

The President likewise emphasized the government’s Green Lane initiative to promote climate-resilient homes, integrating sustainability into housing design and construction standards.
“Mayroon din tayong programa na Green Lane upang makatulong na climate-resistance o handa sa anumang uri ng hamon ng panahon ang inyong mga tahanan (We have a Green Lane program to help ensure that your homes are climate-resilient and ready for any challenge),” he said.
Marcos said the government will continue to work with private developers, housing agencies, and financial institutions to align urban planning with environmental goals and sustainable growth.

Public-private partnerships in housing

The President credited the progress of the national housing program to strong cooperation between government and the private sector, calling it a “model for inclusive nation-building.”
He thanked the DHSUD, developers, and financial partners for helping turn the administration’s housing vision into reality.
“Maraming salamat sa ating mga katuwang mula sa pribadong sektor, ating mga developer, financial institution, at sa buong sektor ng pabahay (Thank you to our partners in the private sector, our developers, financial institutions, and the entire housing sector),” he said.
The Expanded Pambansang Pabahay Para sa Pilipino (4PH) program aims to build one million housing units per year until 2028. It forms part of the government’s broader effort to close the estimated 6.5-million housing backlog, focusing on affordable, resilient, and accessible housing for low-income families.
According to Malacañang, Thursday’s event promotes a whole-of-nation approach to improve the lives of Filipino families.
“It highlights not only the housing and financial options now accessible to Filipino workers but also the transformative effect of the President’s leadership in making sure every Filipino family has a home they can truly call their own,” it said.
During the program, DHSUD Secretary Jose Ramon Aliling gave President Marcos a firsthand view of the nation’s flagship housing initiatives under the Expanded 4PH Program.
Another notable feature of the Expo is the issuance of the Pag-IBIG Fund’s Housing Loan Value Card, which gives members clear insight into their financial status and allows them to explore housing options within their budget.
Pag-IBIG Fund Chief Executive Officer (CEO) Marilene Acosta also presented the Loyalty Card Plus, which functions as both a membership and rewards card offering discounts at over 400 partner establishments nationwide for essentials like groceries, fuel, medicines, and tuition. It also serves as a cash card that members can use for ATM withdrawals, online payments, and Metro Rail Transit (MRT) commuting fees.
