Valenzuela gov't recognized for innovation-driven governance at 2025 PCCI Awards

The Valenzuela City Government was recognized by the Philippine Chamber of Commerce and Industry (PCCI) for its innovation-driven approach to local governance, earning a Special Citation in the 2025 Most Business-Friendly Local Government Unit Awards.
Mayor Weslie “Wes” Gatchalian personally received the award at the SMX Convention Center on Oct. 20.
According to the Public Information Office (PIO), the citation highlights Valenzuela’s success in building a digital, inclusive, and resilient local economy through programs that simplify processes and empower entrepreneurs.
Among the city’s flagship innovations are the Paspas Permit, which allows business registration in as fast as 10 seconds, and V-Link, a centralized digital platform connecting more than 20,000 local enterprises. Both initiatives underscore the city’s commitment to providing government services that are faster, more transparent, and accessible to all sectors.
The local government continues to strengthen its goal of creating a connected and future-ready business environment that supports the growth of industries, micro, small, and medium enterprises (MSMEs), and local innovators.
Under its inclusive and forward-looking governance, Valenzuela also prioritizes resilience through flood control projects, MSME assistance programs, the Nano Entrepreneurship Registration and Support Ordinance, and other livelihood initiatives designed to empower the grassroots economy.
Through continuous investment in infrastructure, sustainability, and digitalization, the city reinforces its vision of becoming a model for innovation-driven urban governance, one that promotes both business progress and community welfare.
The city government said the recognition further supports its #Valenzuelife campaign, which promotes Valenzuela as a city where innovation and public service go hand in hand.
