DAVAO CITY – The 21st Davao City Council approved on Tuesday, Oct. 21, an ordinance under suspended rules authorizing acting Davao City Mayor Sebastian Duterte to utilize a portion of the city’s Quick Response Fund as financial aid to areas in Cebu recently struck by a magnitude-6.9 earthquake.
The ordinance enacted during its 15th regular session allowed the city mayor to draw from the 30 percent QRF under the five percent Disaster Risk Reduction and Management Fund (DRRMF) of the city government for Calendar Year 2025.
The Committee on Finance, Ways and Means, and Appropriations, led by Councilor Danilo Dayanghirang, endorsed the ordinance, which was certified as urgent by acting Vice Mayor Rodrigo Duterte II and signed by the city administrator, Atty. Francis Mark Layog, per Executive Order No. 12 on July 1.
The approved financial allocations were:
• Cebu province – P1,000,000
• Bogo City – P500,000
• Municipality of Medellin – P300,000
• Municipality of Daanbantayan – P300,000
• Municipality of Tabogon – P300,000
• Municipality of Madridejos – P300,000
• Municipality of Sogod – P300,000
• Municipality of Tabuelan – P300,000
• Municipality of San Remigio – P300,000
• Municipality of Borbon – P300,000
Dayanghirang said the assistance aims to support local government units in Cebu that have been placed under a state of calamity due to the extensive damage caused by the earthquake.
The city officials emphasized that the assistance forms part of Davao City’s humanitarian support to localities in need and reflects the commitment to inter-local cooperation during times of disaster.
Earlier this month, the Davao City government, through the City Disaster Risk Reduction and Management Office, led 57 city personnel and brought medical and food assistance to the earthquake victims in Cebu.
