Gov't set to rule on Uy-led ComClark's $31.5-billion air traffic proposal

The government is set to release its decision on the ₱31.55-billion unsolicited proposal of Uy-led ComClark Network and Technology Corp. to operate the country’s air navigation facilities next month, a top executive said.
ComClark Chief Operating Officer Benedicto Bulatao said the company’s proposal is still under the scrutiny of the Civil Aviation Authority of the Philippines (CAAP).
“It’s still under the evaluation of CAAP. We haven't received any feedback yet,” Bulatao said on the sidelines of the 51st Philippine Business Conference and Expo.
In June, the Public-Private Partnership (PPP) Center said a consortium led by ComClark, JG Summit Infrastructure Holdings, and Asia’s Emerging Dragon Corp. for the PPP of the country’s entire air navigation services.
Based on the project briefer published in the PPP Center’s website, the proposal covers the operations and maintenance of air traffic services, including equipment and facilities, air traffic management systems, and aviation training centers.
It also includes the upgrade and replacement of outdated communications, navigation, and surveillance equipment, alongside construction of new facilities.
The project aims to enhance air transport efficiency, optimize airspace management, foster efficient resource allocation, and attract new investments.
Bulatao said ComClark’s ₱31.55-billion proposal was largely unchanged from its initial proposal last year, which was thumbed down by the government.
Earlier, ComClark submitted a ₱29.82-billion unsolicited proposal but was rejected and returned by the CAAP and the Department of Transportation (DOTr).
The PPP Center said in June that ComClark’s latest proposal will go under the evaluation of CAAP and DOTr. Bulatao said the deadline of the review is next month.
“I think November is the deadline, where they need to respond whether we proceed or not,” said Bulatao.
If the proposal is granted approval, the project will then be up for negotiation, according to the executive.
ComClark, the parent firm of telco-to-tech provider Converge ICT Solutions Inc., has been pushing to take over the country’s air navigation services to address persistent issues in the aviation industry.
For instance, Bulatao noted that outdated air traffic management systems across airports nationwide has been the main driver in seemingly endless delays in flight operations.
“Air navigation is more like a telecom infrastructure. It's something that we do on a daily basis. So we'd like to provide the facilities because we know how telecom operation works,” he said.
Established in 1996 by Dennis Anthony Uy, ComClark delivers customized enterprise information and communications technology (ICT) infrastructure, digital surveillance systems, end-to-end broadcast services, and advanced satellite deployments.
