DBM approves ₱783-million bonuses for security, intelligence personnel

In an Oct. 21 statement, the DBM said it had approved the release of the 2023 PBB for qualified members of Philippine Navy (PN), Philippine Air Force (PAF), and National Intelligence Coordinating Agency (NICA).
The bonuses were issued to the three agencies through separate special allotment release orders (SAROs).
Budget Secretary Amenah F. Pangandaman said the approval of the bonuses reflected the Marcos Jr. administration’s support for members of PN, PAF, and NICA, “which oftentimes come with great risk.”
Of the total amount released, ₱422 million will cover the bonuses of over 25,800 qualified officials and employees of PN. The DBM issued the corresponding SARO on Oct. 17.
Based on the inter-agency task force’s (IATF) final validation, qualified PN personnel will receive a PBB equivalent to 48.8 percent of their monthly basic salary as of Dec. 31, 2023, in line with the agency’s eligibility under Administrative Order (AO) No. 25.
The bonus also covers officials and employees in the first, second, and third levels who obtained at least a “very satisfactory” performance rating under the agency’s Civil Service Commission (CSC)-approved performance management system or as required by the Career Executive Service Board (CESB).
Meanwhile, the DBM also released ₱342.5 million for more than 19,800 qualified PAF personnel and ₱18.8 million for nearly 900 NICA employees, both equivalent to 52 percent of their monthly basic salary as of December 2023.
Before the latest fund releases, the DBM had approved ₱1.6 billion for the 2023 PBB of 110,688 Philippine Army (PA) personnel and ₱3.4 billion for more than 225,000 members of Philippine National Police (PNP).
“Our soldiers and intelligence personnel give their blood, sweat, and sometimes even their lives to protect the Filipino people. The PBB may be a small thing compared to the magnitude of their sacrifices, but it is our way of recognizing their heroism and commitment to the nation,” Pangandaman said.
