Seven months after opening the previous phase, President Marcos inaugurated a new segment of the Pasig River Esplanade from Manila Central Post Office to Arroceros Park.
Marcos and First Lady Liza Araneta-Marcos led the inauguration of the 530-meter segment of the esplanade in Manila on Sunday night, Oct. 19.
Completing the new portion of the scenic esplanade, Marcos said, "is a reminder that progress does not always mean building something new."
"Sometimes, progress means bringing something beautiful back to life," he said.
"Only seven months after opening Phase 3 along Intramuros, we now see Phase 4 of the Pasig River Urban Development Project," he added.
The newly-developed segment of the Pasig River Esplanade extends the existing 1.1-kilometer scenic esplanade from Fort Santiago to Arroceros Park.
Marcos said the 530-meter stretch "is being reborn into a vibrant riverside space featuring walkways, bike lanes, and commercial areas."
According to the President, Phase 4 features walkways, bike lanes, commercial spaces and bridges. It connects Phase 1A to the Light Rail Transit Authority (LRTA) property all the way to Arroceros Park.
The new phase of the esplanade, he added, is also expected to boost local economic growth, offering opportunities for small and medium-sized businesses to flourish within the new commercial spaces.
"But beyond the sights and sounds, this project is ultimately for everyone. So people can find time to relax, to feel refreshed in the middle of a bustling city, in the middle of a busy day," Marcos said.
"Just like in earlier phases, this portion is also open for the small and medium businesses to give them new ground to grow and to be part of this revitalized community," he added.
The President also noted that 63 informal settler families have been relocated into their new homes in Naic Cavite.
Walkable city
Marcos underscored that while multiple phases of the river esplanade have been completed, there are still much to be done.
He cited the plan of exploring new technologies that will help clean the river.
"One example is one that we saw on the way here, the ClearBot, which is a solar-powered, AI-enabled robotic vessel that supports our Estero Rangers and River Warriors," he said.
The Chief Executive also cited other plans in the pipeline to further improve Manila such as the full operation of an electric ferry along the Pasig River, the conversion of the Intramuros Golf Course into an open green space, enhancement of the Lawton Underpass, and the rehabilitation of the Plaza Calderon.
"All these efforts are part of a larger vision to create a culturally rich urban environment where history, nature, and modern living come together seamlessly," Marcos said.
"This is yet more proof that when the national government, the private sector, LGUs (local government units), and the communities collaborate and work as one, great, game-changing things will happen," he added.
Phase 3 was opened in February this year, which spans roughly 600-meter long, features three components—Plaza Mexico, Maestranza Esplanade, Fort Santiago Riverwalk.
The Pasig Bigyang Buhay Muli project has earned the 2025 United Nations (UN) Asian Townscape Award for its contribution to sustainable urban development.
