Bulacan summit calls for united action on environment, flooding
The 1st Bulacan Environment Summit was held Friday, Oct. 17, at The Pavilion, Hiyas ng Bulacan Convention Center in Malolos City, bringing together provincial leaders, environmental advocates, and local officials to address pressing ecological challenges.

Department of Environment and Natural Resources (DENR) Regional Executive Director Engr. Ralph C. Pablo, representing Secretary Raphael PM. Lotilla, emphasized that government action alone is not enough to keep the province clean, green, and resilient.
He called for a collective sense of responsibility and civic pride among all Filipinos, especially Bulakenyos.
Pablo stressed that flooding and pollution are not just matters of engineering and policy but also of behavior and community participation.
“It is the duty of every household, barangay, and office to manage waste properly and keep rivers and waterways free of trash. Remember, waste begins and ends in our homes,” he said.
Governor Daniel R. Fernando outlined the Provincial Government’s comprehensive strategy to address Bulacan’s long-standing flooding issues.
These include a large-scale dredging initiative with TCSC Corporation in Angat, Brgy. Pamarawan, Malolos City, Hagonoy, Guiguinto, and Bulacan offshore; river restoration and dredging projects; the Bulacan Bulk Water Supply Stage 3; the Bayabas Small Reservoir Irrigation Project, and the integration of water reservoir systems in all provincial development projects.
“Ito na ang panahong hindi na tayo manonood lamang habang unti-unting nilalamon ng baha ang ating mga tahanan, habang tinatambakan ng basura ang ating mga ilog, habang ninanakaw ng katiwalian ang kinabukasan ng ating mga anak. Tayo na mismo ang kikilos, magbabago, at magsasakatuparan ng ating mga adhikain (This is the time when we will no longer just watch as floods slowly devour our homes, as our rivers are filled with garbage, and as corruption steals the future of our children. We ourselves will take action, makes changes, and fulfil our aspirations),” Fernando declared.
He also acknowledged the proposal from Phil Ecology Systems Corp. (PhilEco) to build a waste-to-energy facility in the province and announced plans to convene the captains of Bulacan’s 572 barangays to strengthen grassroots environmental governance.
The summit was attended by mayors Reynante Bautista of Angat, Eduardo Villanueva Jr. of Bocaue, Glorime Faustino of Calumpit, Atty. Christian Natividad of Malolos City, Ma. Rosario Sy-Alvarado-Mendoza of Hagonoy, Enrico Roque of Pandi, Ian Marc Marcos of Paombong, Bartolome Ramos of Santa Maria, Elena Germar of Norzagaray, and Jocell Aimee Vistan-Casaje of Plaridel.
The event was made possible through the collaborative efforts of the Bulacan Environment and Natural Resources Office, Provincial Disaster Risk Reduction and Management Office, Provincial Administrator’s Office, and Provincial Planning and Development Office.
