Is "congressmeow" Cavite 4th district Rep. Francisco "Kiko" Barzaga going to get slapped with a second ethics complaint from another major political party?
This appears to be a possibility after Lakas-Christian Muslim Democrats (Lakas-CMD) stalwart Lanao del Sur 1st district Rep. Zia Alonto Adiong said the party was mulling the filing of such a complaint against the eccentric Barzaga.
Adiong said on Friday, Oct. 17 that Lakas-CMD members “are seriously contemplating filing an ethics complaint kasi medyo yung accusations na ganun, allegations na ganun (because accusations like that, allegations like that), it already abused his privilege being a member of the House".
This particular accusation has to do with Barzaga’s Facebook post two days when, wherein he uploaded photos of a meeting held by Lakas-CMD members.
In his post, the social media savant and rage-baiter claimed that party president and former House Speaker Leyte 1st district Rep. Martin Romualdez was being groomed as a state witness to the flood control projects controversy.
Adiong branded this pure baloney, along with Barzaga’s other remarks in his post. “It’s pure nonsense,” he said.
Adiong said that a solon mentioned by Barzaga in his post, Pasig City lone district Rep. Roman Romulo, wasn't even present in the Manila Golf and Country Club gathering as he wasn't a Lakas-CMD member.
Another non-Lakas-CMD member, Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos, attended the meeting to thank members of Lakas for supporting the House passage of the proposed P6.793-trillion 2026 national budget, Adiong said.
Barzaga--who has packaged himself as a white knight against corruption--has been picking on members of the First Family for his online content. This includes President Marcos, his son Rep. Marcos, and his cousin Romualdez.
Lakas-CMD is the biggest party in the House in terms of membership. The second biggest party, the National Unity Party (NUP) had already filed an ethics case against Barzaga, who was with the party until last September.
Adiong said there was nothing out of the ordinary regarding the meeting. “I think it’s easy to make all these bold statements but our priority really as a member of House of Representatives, your primordial concern really is to represent your district; number two is to pass legislation, to introduce bills which you think will be helpful to advance the welfare of the people and not busy yourself spreading lies about your colleagues."
Childish behavior
The Mindanaoan advised Barzaga to just focus on pushing for legislation that would help not only his district but the entire country.
Adiong said it wasn't right for a congressman to "go around spreading lies without even providing any shred of evidence".
“Spreading these lies about the members, tarnishing the reputations of those members, especially those members who are not even present during the meeting…Lakas members are seriously contemplating filing an [ethics] complaint,” the assistant majority leader said.
“This has to stop, I mean this spreading of lies and bold accusations against members of the House of Representatives without even providing any shred of evidence has really to stop, this kind of behavior, this childish behavior has really to stop,” he asserted.
The NUP complaint outlines four serious causes of action against Barzaga: (1) violation of the House Code of Conduct; (2) violation of Republic Act (RA) No. 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees; (3) unethical conduct that potentially violates Article 142 of the Revised Penal Code (Inciting to Sedition); and (4) conduct prejudicial to the best interest of the service.
