BJMP: 150 Manila City Jail PDLs to benefit from TUPAD's NCR minimum wage pay equivalent

A total of 150 persons deprived of liberty (PDLs) of the Manila City Jail Male Dormitory (MCJMD) will be the recipients of the Metro Manila minimum wage equivalent under the “Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD)” program, the Bureau of Jail Management and Penology (BJMP) said on Friday, Oct. 17.
Through the TUPAD program, the qualified MCJMD recipients will engage in community-based projects such as gardening, sanitation, clean-up drives, painting, and minor repair work, which not only improve the facility but also reinforce PDL discipline and rehabilitation, the BJMP explained.
The TUPAD program provides short-term employment lasting 10 to 30 days, with wages computed based on the prevailing minimum daily rate in the National Capital Region (NCR).
“Their (PDLs) TUPAD pay-out, equivalent to the NCR minimum daily wage, will serve as starting capital for livelihood or small-scale business upon release, aiding in their reintegration into society,” the MCJMD noted.
MCJMD warden Supt. Michelle Ng Bonto said that the batch of participants consists of PDLs scheduled for release soon, giving them an opportunity to earn and save while still under custody.
Bonto explained that the TUPAD program stands as one of the BJMP’s key follow-through activities, reflecting the government’s unified effort to promote rehabilitation, livelihood, and reintegration under the Bagong Pilipinas framework.
She noted that the initiative aligns with the recent Department of the Interior and Local Government (DILG) PAG-ASA Expo: Serbisyo at Katarungan Caravan, which brought together government agencies to deliver integrated social and justice services to the PDLs and their families.
On Oct. 15, the MCJMD conducted the Department of Labor and Employment (DOLE)-TUPAD program orientation for 150 qualified PDLs at the facility’s St. Dimas Chapel.
During the orientation, Bonto said that the PDL beneficiaries were briefed on their responsibilities and work guidelines to ensure proper implementation and transparency.
She emphasized that the activity reinforces the BJMP-National Capital Region (NCR’s) continuing advocacy for human-centered reformation through livelihood, skills development, and moral renewal, anchored on its mantra of “Serbisyong Makadiyos at Makatao, Tunay na Maaasahan Ninyo (Godly and Humane Service, That You Can Truly Depend On).’’
The MCJMD warden expounded that the DOLE-TUPAD partnership forms part of the broader program thrusts of BJMP-NCR Regional Director Supt. Baby Noel Montalvo, who continues to promote inter-agency collaboration to expand livelihood, reformation, and reintegration initiatives across district, city, and municipal jails in Metro Manila.
Through this, Bonto reaffirmed the commitment of the MCJMD to empower PDLs to become productive, responsible, and law-abiding citizens, from implementing welfare and development programs to reintegration.
