MAYOR Soldevilla and Vice Mayor Lacson
ILOILO CITY — The Office of the Ombudsman has dismissed Mayor Maria Jofel Marañon-Soldevilla and Vice Mayor Michael Omar Lacson of Zarraga town in Iloilo province for grave abuse of authority in a P11.6-million land purchase.
The 22-page decision approved last Sept. 12 and publicly made available on Oct. 13 meted accessory penalties of perpetual disqualification from holding public office, forfeiture of retirement benefits, and cancellation of eligibility.
In a separate resolution, the Ombudsman also indicted Soldevilla and Lacson for violation of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act.
The Ombudsman noted the mayor and vice mayor “conspired with each other and unlawfully used their official positions to advance their personal interests."
The Ombudsman’s dismissal order and the indictment stemmed from the anomalous purchase by the the Zarraga local government unit (LGU) of a property owned by Lacson’s father intended for the town's housing program.
Lacson was still a municipal councilor and chaired the council’s housing committee at that time.
The Ombudsman concurred with the complaint filed by former municipal Councilor Andre Bon Sumagaysay, who accused Soldevilla and Lacson of entering into an illegal purchase as it rigged authorization from the Sangguniang Bayan (SB).
The Ombudsman specifically noted that Soldevilla did not secure a proper approval from the Zarraga SB while Lacson received an irregular down payment of P5 million from the LGU when the property was not yet even under his name.
The Ombudsman also found guilty of simple misconduct the other respondents.
Guilty were SB members Jose Jeffren Millan, Nelida D. Octaviano (ex-officio as Liga ng Barangay president), Mark Andrian Sulolayon (ex-officio as Sangguniang Kabataan president), Municipal Accountant Era Lerdon, Municipal Budget Officer Glezil Mae Lozañes, and Municipal Treasurer Leonora Pauya as well as former SB member Rolando Papa.
