Mayor Isko orders mandatory first aiders in business establishments with 10 or more employees

Manila Mayor Francisco "Isko Moreno" Domagoso has ordered the drafting and passage of a city ordinance that will require all business establishments in Manila with ten or more employees to have at least one certified first aider on staff.
The directive was made during a board meeting of the Philippine Red Cross (PRC) Manila Chapter held on Wednesday, Oct. 15, where Domagoso also took his oath as the organization’s Honorary Chairman.
He said ensuring the presence of a trained first aider in the workplace is essential not only for major disasters but also for everyday emergencies that may occur.

The mayor also emphasized the need for a proactive approach to workplace safety, stating that any establishment with ten or more employees must have at least one certified first aider.

Domagoso explained that the proposed "10 is to 1" ratio ensures that in any business setting, there is someone trained to respond to medical emergencies.

“If we have 10 employees, mag-10 is to 1 tayo, basta any establishment who will hire 10, who will be manned by 10 up, must have one first aider, i-require natin. It's about saving life, on a day-to-day basis, in the absence of the possible Big One, magagamit pa rin nila for themselves. Kumpletuhin n’yo ‘yung ordinansa na kelangan before or after giving of business permit, kelangan magpa-certify sila ng isang first aider (Finalize the necessary ordinance, whether it’s before or after the issuance of a business permit, they must have at least one certified first aider).”

He further directed concerned departments to complete the necessary ordinance, stressing that businesses should be required to certify at least one first aider as part of the process for obtaining or renewing their business permits.

The mayor stressed that this initiative will help ensure the safety and preparedness of workplaces across the city, aligning with ongoing efforts to build a more disaster-resilient Manila.
