The Bases Conversion and Development Authority (BCDA) has teamed up with Filipino tech firm CostPlus, Inc. to accelerate the shift toward clean, renewable, and smart energy solutions in New Clark City and other BCDA-managed estates. The Bases Conversion and Development Authority (BCDA) is partnering with home-grown technology firm CostPlus Inc. to explore renewable energy solutions in New Clark City and other properties managed by the state-run firm.
BCDA President and Chief Executive Officer (CEO) Joshua Bingcang said he formalized this partnership through the signing of a memorandum of understanding (MOU) with CostPlus President Anand Mahtani.
Bingcang said the agreement is pivotal in the BCDA’s shift toward clean, renewable, and smart energy initiatives.
“With partners like CostPlus, we are confident that together we can unlock the full clean energy potential of New Clark City, and show the rest of the country that green development and economic growth can go hand in hand,” he said in a statement.
Under the MOU, CostPlus will assist the BCDA in conducting feasibility studies on green energy solutions.
In particular, this covers the establishment of a 20-metric-ton (MT) per day waste-to-energy (WTE) facility.
The proposed facility, according to the BCDA, is designed to convert solid waste into compressed natural gas (CNG) that can be used to fuel public transportation.
It is also expected to produce high-grade fertilizers as a valuable by-product.
The BCDA has been exploring WTE as a renewable energy resource to boost power supply, serving the requirements of its locators and investors in New Clark City in Tarlac.
In August, the agency secured a ₱4-billion investment from Indian engineering firm Uttamenergy Limited to build a WTE facility in New Clark City.
The facility will process 600 (MT) of municipal solid waste daily and generate 12 megawatts (MW) of electricity, enough to power over 10,000 homes.
Apart from WTE, the BCDA will also tap CostPlus for the feasibility studies on the development of a five-megawatt microgrid system powered by solar energy, battery storage, and auxiliary power technologies.
Mahtani, for his part, said his company stands ready to help the BCDA build a city that fosters a sustainable future.
The BCDA is positioning the 9,450-hectare New Clark City as the Philippines’ first smart and resilient metropolis, which is envisioned as a scalable model for clean industrial infrastructure.
To mark the start of the partnership, CostPlus donated an electric bus to the BCDA, demonstrating its commitment to the government’s broader sustainability agenda.
