Parañaque LGU named AGAP Hall of Fame awardee for financial excellence, good governance

The city government of Parañaque has once again demonstrated its commitment to transparency, fiscal responsibility, and innovative governance, by securing two major awards for both fiscal stewardship and creative development projects.
Parañaque City Mayor Edwin Olivarez said the City Accounting Office has been elevated to the prestigious Hall of Fame for financial reporting by the Association of Government Accountants of the Philippines (AGAP).
Olivarez said the elite status was granted after the office received the Outstanding Accounting Office award for the third consecutive year, a feat that automatically secures a Hall of Fame placement.
He said the recognition, presented during the 75th Founding Anniversary of AGAP at the SMX Convention Center in Davao City on October 7, was given “for having exemplarily met the criteria set by the AGAP Awards Committee on Accuracy, Timeliness, Reliability, and Compliance with Accounting and Budgeting Rules and Regulations.”
"This is not just an award; it is a powerful proof to the culture of integrity and excellence that our city government strives to uphold," said Olivarez.
The mayor said the Hall of Fame status validates the hard work of the city government's entire finance team and assures the constituents that their taxes are being managed with the utmost competence and care.
Olivarez emphasized that accurate financial reporting is the bedrock of public trust, enabling effective budgeting and ensuring that public funds are directed toward vital services.
He said the accounting excellence places Parañaque among the country's most consistent and well-managed national agencies and local government units, alongside the Office of the Secretary at the Department of Labor and Employment, the Philippine Information Agency, the local governments of Mandaluyong City, Quezon City, Muntinlupa City, Tagum City in Davao del Norte, and the Municipality of Moalboal in Cebu.
The mayor added that the city government was also conferred with the SubayBAYANI award by the Department of the Interior and Local Government - NCR 2025 Metro Manila SubayBAYANI Grand Awardee during a ceremony at the Manila Hotel on Oct. 7.
The Mark of Excellence Award for Parañaque City, under the leadership of Mayor Edwin Olivarez is “in highest recognition of its outstanding achievement in local governance, exemplified by visionary leadership and advancing innovative infrastructure governance that created the most significant change in communities, and establishing strong foundation of resilience, inclusivity and shared prosperity for Filipinos in Metro Manila and the nation."
The award, and another certificate of recognition, honor the city’s flagship Parañaque Women Wellness and Crisis Center, a model of inclusive and gender-responsive infrastructure that champions the health, empowerment, and well-being of women.
“In recognition of their performance in promoting effective infrastructure governance and meaningful change, accelerating the growth of resilient communities, and building the foundation for inclusive progress and shared prosperity for Filipinos in Metro Manila,” the Certificate of Recognition read.
According to Olivarez, the accolades highlight a comprehensive approach to governance.
Olivarez said the Hall of Fame award underscores the systematic, behind-the-scenes financial integrity that funds city projects, while the SubayBAYANI award celebrates the tangible, people-centered outcomes of responsible budgeting.
He also said the recognitions honor Parañaque’s outstanding leadership in both the technical and social aspects of governance, setting a new gold standard for innovation, transparency, and good local governance in Metro Manila, proving that the city’s commitment to excellence is both systematic and heartfelt.
The local governments of Pasig City and Las Piñas City were also conferred the Mark of Excellence award.
