Deputy Speaker Antipolo City 1st district Rep. Ronaldo "Ronnie" Puno has prodded the House Committee on Ethics and Privileges to make an example out of "congressmeow" Cavite 4th district Rep. Francisco "Kiko" Barzaga before other congressmen start to emulate his antics.

Puno and 28 other solon-complaints against Barzaga attended the ethics panel hearing Monday, Oct. 13. Barzaga also appeared, but was late to the proceedings.

"We should remind him about the standards of human behavior. He does not believe that he did anything wrong because obviously his standards are much lower than the average person," the visibly irate Puno sad about Barzaga in a chance interview.

"So I think, maybe, he should be given a lesson by the ethics committee that that kind of behavior is not desirable, it is not acceptable especially if you're a member of the House of Representatives," the Antipolo City congressman said.

Asked what kind of sanctions he wants to see imposed on the gen Z lawmaker, Puno said there's more to it than just punishment.

"I'm not really interested in the sanction as much as the establishment of standards," he noted.

"Kasi kung gayahin siya ng sampung congressman na puro ganun ang ginawa sa mga Facebook nila, eh kawawa naman ang institusyon di ba? Maba-baboy na talaga. So dapat pangaralan yan eh, hindi tama yung ginagawa niya," said Puno.

(Because if 10 congressmen copy what he did on their Facebook pages, the institution would suffer, right? It would really be degraded. So he should be reprimanded, what he’s doing isn’t right.)

Most of the complainants present were members of Barzaga's former political party, the National Unity Party (NUP). Puno chairs NUP.

Beneath Barzaga's eccentricity is a social media savant and master rage-baiter. He has taunted and badmouthed various government officials on his Facebook, including President Marcos, former House Speaker Martin Romualdez, Senate President Vicente "Tito" Sotto III, Puno, and his fellow congressman.

He has done this while packaging himself as a white knight against corruption, riding the public's anger on the flood control projects mess and calling for Marcos' removal from office.

Puno has also taken personal offense to the 27-year-old's objectification of women--which the latter casually refers to as "eabab"--on his social media.

During Tueday's hearing, Puno said that the idea of "reconciliation" was broached to him through a newly-formed sub-committee. But he quickly shot it down.

"Pinangunahan ko na sila, sinabi ko there is no reconciliation because this is not a personal grievance. Hindi naman sa akin ang insulto eh, ang insulto is to the institution," the deputy speaker said.

(I went ahead of them and said, there is no reconciliation because this is not a personal grievance. The insult wasn’t directed at me, the insult was to the institution.)

The NUP complaint outlines four serious causes of action against Barzaga: (1) violation of the House Code of Conduct; (2) violation of Republic Act (RA) No. 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees; (3) unethical conduct that potentially violates Article 142 of the Revised Penal Code (Inciting to Sedition); and (4) conduct prejudicial to the best interest of the service.
