OCD urges evacuation in coastal communities in Davao Oriental, six other provinces after M7.4 earthquake

The Office of Civil Defense (OCD) urged residents in coastal communities across Davao Oriental and six other provinces to immediately evacuate to higher ground following the magnitude 7.4 offshore earthquake that struck the eastern seaboard of Mindanao on Friday morning, Oct. 10.
According to OCD Assistant Secretary Bernardo Rafaelito Alejandro IV, the earthquake occurred at 9:43 a.m. off the coast of Davao Oriental, prompting the Philippine Institute of Volcanology and Seismology (Phivolcs) to issue a tsunami warning for several provinces.
The quake’s epicenter was located 44 kilometers northeast of Manay, Davao Oriental at a shallow depth of 20 kilometers.
“Right now, as we speak, a tsunami warning has been issued urging people in the coastal communities of the following provinces to immediately evacuate to higher grounds or move further inlands: Eastern Samar, Dinagat Island, Davao Oriental, Southern Leyte, Surigao del Norte, Leyte, and Surigao del Sur,” he said.
He added that boat owners and fishermen in affected provinces should move their boats away from the shoreline while those already at sea are advised to stay offshore in deep waters until the all-clear signal is issued.
Alejandro said the first wave is expected between 9:43 a.m. up to 11:43 a.m., citing data from the Phivolcs.
“We urge everybody to cooperate and execute evacuation procedures,” he noted.
The OCD is currently coordinating with regional disaster councils, local government units, and the uniformed services for immediate response and monitoring.
PCG activates disaster response unit
As this developed, the Philippine Coast Guard (PCG) activated its Deployable Response Groups (DRGs) for possible search and rescue operations.
PCG spokesperson Captain Noemie Cayabyab said three coast guard districts (CGDs) were placed on alert following Phivolc's tsunami alert. These were the CGD Southeastern Mindanao, CGD Northeastern Mindanao, and Coast Guard District Eastern Visayas.
"PCG personnel are now conducting coastal and sea monitoring, advised precautionary measures, and activated all Deployable Response Groups. Likewise, in Siargao, all water activities [were] temporarily stopped due to the tsunami warning," she added.
Coast Guard District Southeastern Mindanao (CGDSEM) Commander, Commodore Philipps Y. Soria said all coast guard personnel and assets within the region have been placed on heightened alert status to ensure immediate action and support to local government units and disaster response agencies.
He directed all coast guard stations and sub-stations, particularly those in Davao Oriental, to coordinate with their respective Disaster Risk Reduction and Management Councils (DRRMCs).
"The Coast Guard also urged the public to remain calm, stay updated through official government advisories, and refrain from spreading unverified information that may cause unnecessary panic," the CGDSEM said.
