DPWH set to forge alliance with AMLC, PCC, IC for recovery of 'ghost' project funds

The Department of Public Works and Highways (DPWH) will forge an alliance with the Anti-Money Laundering Council (AMLC), Philippine Competition Commission (PCC), and Insurance Commission (IC) to expedite the recovery of public funds allegedly misused in ghost flood control projects.
DPWH Secretary Vince Dizon announced on Friday, Oct. 10, that the department will sign memoranda of agreement (MOAs) next week with the three agencies to formalize joint efforts in tracing and reclaiming misappropriated funds.
Building on its ongoing cooperation with the AMLC, the DPWH aims to strengthen fund recovery mechanisms and enhance accountability across infrastructure programs.
The AMLC has so far secured its fifth Court of Appeals freeze order covering about 1,600 bank accounts with a combined value exceeding P4 billion—a figure expected to increase as more accounts are traced.
Agreements with the PCC and the IC are expected to bolster oversight measures and help prevent irregularities in the implementation of future projects.
In coordination with the Department of Economy, Planning, and Development (DEPDev), the Armed Forces of the Philippines (AFP), and the Philippine National Police (PNP), the DPWH has identified 421 “ghost projects” out of the 8,000 flood control projects inspected nationwide.
The findings will serve as the basis for expanded investigations and recovery actions in collaboration with concerned agencies.
“With these agreements in place, the process of recovering our countrymen’s money will be even faster,” Dizon said.
