PCCI recognizes Parañaque BPLO as one of most business-friendly cities
Parañaque City Mayor Edwin Olivarez proudly announced that the Business Permit and Licensing Office (BPLO) was chosen by the Philippine Chamber of Commerce and Industry (PCCI) as one of the finalists to the “2025 Most Business-Friendly Local Government Unit Award – City Level 1A (for Highly Urbanized Cities), during the final judging on October 3.

Ito po ‘yung [dahil sa] ating e-BOSS (Business One-Stop Shop) para madali po [ang business permit] application, and renewal (This is our Business One-Stop Shop (BOSS), designed to make business permit applications and renewals easier and faster),” Olivarez said, validating the simultaneous programs by the BPLO headed by Atty. Melanie Soriano-Malaya.
Olivarez said the system, dubbed Pque-EBOSS, was launched on July 30, 2024, and had set the standard for how business is done, creating a seamless and end-to-end online experience for local government transactions.
He said the efficiency has propelled locally sourced income to unprecedented heights, funding the services and infrastructure that define Parañaque, a Mega City by the Bay.
The mayor said Parañaque City, along with the cities of Caloocan, Malabon, Mandaluyong, Marikina, Navotas, and San Juan, are finalists for their “commendable initiatives towards good governance reforms that promote trade and investments that significantly contribute to local economic development,” proving that the larger enterprises and small players can thrive together, creating a diverse economy for the city.
Olivarez said that aside from the existing Parañaque City Hall in Brgy. San Antonio, the integration of technology and the institutionalization of two additional city government business centers—the soon-to-be-inaugurated Parañaque City Hall Satellite Office in Brgy. Tambo, and the Enhanced Local Operations Center at Ayala Malls Manila Bay—will make efficient and effective government services more accessible to the public, while seamlessly integrating with other city and national government agencies, and facilitating government transactions both on-site and online.
