QC gov't terminates four projects linked to Discaya construction firms
The Quezon City Government has officially terminated four projects linked to Pacifico "Curlee" and Sarah Discaya as it denounced "malicious insinuations" linking the city's infrastructure projects to construction firms owned by the Discayas.
“We condemn any and all malicious insinuations that only seek to distract from the actual schemes and perpetrators that have victimized our city and our country,” the city government said on Tuesday, Oct. 7.
In an official statement, it emphasized that since the start of Mayor Joy Belmonte’s administration in July 2019, only four out of more than 1,300 infrastructure projects, equivalent to 0.3 percent, have been awarded to Discaya-linked entities or joint ventures.
Following the Philippine Contractors Accreditation Board (PCAB) Board Resolution No. 075, Series of 2025, which revoked the licenses of Discaya-affiliated companies on September 1 due to violations of licensing and procurement laws, the city government immediately conducted a comprehensive review of its projects.
The review identified four affected projects:
1. Proposed Construction of a Six-Storey with Deck Multi-Purpose Building
2. Proposed Construction of Reinforced Concrete Canal at Ermitaño Creek
3. Proposed Construction of Housing 32-Balingasa High Rise Housing (Phase 1A) at Barangay Balingasa
4. Proposed Construction of Housing 32-Balingasa High Rise Housing (Phase 2) at Barangay Balingasa
The city government said that after observing the required legal procedures, all four projects were officially terminated as of Sept. 19.
“The Quezon City Government has always observed transparency in all its procurement processes, including adherence to competitive bidding, publication, and posting,” it said.
“This is the reason all our infrastructure projects are publicly posted on our website. The Quezon City Government has nothing to hide,” it added.
The local government assured residents that it will continue to strengthen monitoring mechanisms and uphold transparency in all infrastructure and procurement undertakings.
