The Office of the Ombudsman (OMB) has ordered a six-month preventive suspension without pay of San Simon, Pampanga Mayor Abundio S. Punsalan Jr.
The suspension was ordered by Acting Ombudsman Dante F. Vargas on the complaint filed last Aug. 19 against Punsalan by Real Steel Corp. representatives Irwin H. Chua and Melodie E. Arellano together with the National Bureau of Investigation (NBI).
Punsalan was accused of grave misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service which stemmed from the charges for robbery by means of extortion, and violations of Anti-Graft and Corrupt Practices Act, and the Comprehensive Firearms and Ammunition Regulation Act.
He was accused of demanding P30 million from Real Steel. He was arrested during an entrapment operation conducted by the NBI last Aug. 5.
Punsalan reportedly demanded P155 million which was later brought down to P80 million. The complaint stated that P30 million was agreed upon as initial payment in exchange for allowing Real Steel to continue operating in San Simon town without interference with local tax incentive ordinances.
In the suspension order, the OMB also said: "There is also enough basis to conclude that his continued stay in office may prejudice the just, fair, and independent disposition of the present case. This office is, therefore, fully convinced that placing the respondent under preventive suspension is proper, in accordance with Section 24 of Republic Act 6770.”
