The National Capital Region Police Office (NCRPO) has awarded the Manila Police District's (MPD) Delpan Police Station 12, under the leadership of Police Lt. Col. Francis Balais, for its exemplary performance in the implementation of "Oplan Pagtugis," a focused campaign against Most Wanted Persons (MWPs).
The recognition was given during an awarding ceremony held at the NCRPO Regional Headquarters in Bicutan, Taguig City.
The Certificate of Recognition, personally presented by NCRPO Deputy Regional Director for Administration (DRDA) Police Brig. Gen. Manuel Abrugena, cited Station 12 for having the highest number of arrests of wanted individuals among the 30 numbered police stations across Metro Manila, covering the period from January 1 to September 30, 2025.
A key contributor to this achievement is the Intelligence and Warrant Subpoena Section led by Lt. Ferdinand Omli, whose leadership and operational efficiency have repeatedly placed Station 12 at the top.
In fact, the unit has already been recognized twice in recent months as the Top 1 in MPD’s citywide rankings for operations against MWPs.
Morale among operatives at PS12 remains high, attributed to Lt. Omli’s hands-on leadership and dedication.
The team continues to intensify intelligence gathering, surveillance, and spotting operations to locate and apprehend wanted individuals not only within Manila but also in provinces such as Batangas and other areas outside the NCR.
From January to September this year, Delpan Police Station 12 has led all police stations in the NCR in terms of the number of Most Wanted Persons arrested, proof of their firm commitment to uphold justice and protect the rights and safety of the public.
This recognition from the NCRPO is expected to further motivate the operatives under Omli’s command to continue strengthening their campaign against criminality.
