Delayed allowances for Manila public school teachers to be released starting Oct. 7

Public school teachers and non-teaching personnel in Manila will begin receiving their long-delayed allowances starting Tuesday, October 7, following the city government's successful recovery of P160 million in unpaid dues from national government contractors.
Manila City Mayor Francisco “Isko Moreno" Domagoso announced this on Monday, October 6, during the weekly flag-raising ceremony at the Manila City Hall.
He said the additional funds, collected through intensified efforts to recover unpaid taxes and obligations from companies operating national government projects in the city, will be used to settle arrears owed to educators since April.
“We have collected P160 million from those contractors. Ang tawag natin doon, windfall (We call that a windfall),” Domagoso said. “Because of that, I’m happy to announce, I’ve finished all 100+ documents signed for our beloved teachers of Manila. May utang ang Maynila sa kanila (Manila owes them).”

The mayor said the first tranche of payments, covering April allowances amounting to P25 million, will be released to around 11,000 teaching and non-teaching staff under the Schools Division Office of Manila.
“Kahit mahirap, kahit sumuot tayo sa karayom, iraraos natin (Even if it's difficult, even if we have to go through the eye of a needle, we will make it happen),” Domagoso said. “At least man lang to send a message, given we have much resources, we can address this obligation.”
Domagoso credited the joint efforts of the City Treasurer’s Office, City Legal Office, and the “Sumbong sa Pangulo” platform for identifying delinquent obligations owed to the city, which led to the recovery of the much-needed funds.
He also expressed his gratitude to Manila’s educators for their patience and understanding amid ongoing fiscal constraints, noting that the delay in releasing allowances occurred while the city continues to implement a financial recovery program.
Despite these challenges, the mayor reaffirmed his administration’s commitment to education and public sector welfare, emphasizing that these remain as priorities under his "Make Manila Great Again" agenda.
“I want you to deliver quality service. Wala akong ibang hinihingi (I’m not asking for anything else),” Domagoso told city employees. “You have value in your respective offices. Nandiyan pa rin ang pagmamahal niyo sa kapwa at sa serbisyo-publiko—buhayin niyo ulit ’yan (That love you have for others and for public service, it’s still there. Bring it back to life).”
The city government is expected to roll out the succeeding tranches of allowance payments in the coming weeks, depending on the availability of funds.
