Lacson annoyed by 'crazy cat' and 'annoying dog'; who are they?

There seems to be no end yet to the cryptic posts Senate President Pro Tempore Panfilo "Ping" Lacson is dropping on X.

In a fresh post on Thursday, Oct. 2, Lacson asked for "help" locating a veterinary clinic equipped with an animal psychiatric ward.
But it's not for his own pet; rather, it's for something that has been bothering him.
"We have a crazy cat that keeps meowing on the ground floor and an annoying dog that keeps barking on the upper floor," Lacson said.
While unnamed, the cat being referred to is believed to be self-proclaimed "congressmeow" Cavite 4th district Rep. Francisco "Kiko" Barzaga, who is known for his affinity for cats.
Barzaga has been badmouthing Lacson on his Facebook for weeks now. He has even reacted to this post by Lacson.
As to the "barking dog on the upper floor", this personality is unknown, although Lacson seems to be referring to the upper chamber or the Senate.
Recently, Lacson also posted "The loudest one in the room is the weakest."
This was before another viral post, wherein he said, "A wise man once taught me - the best response to nonsense is silence."
