Magalong said this during the hearing of the Senate Committee on Science and Technology, which tackled the proposed Philippine National Budget Blockchain Act filed by Senator Bam Aquino.
During the hearing, Magalong was asked about his short stint the Independent Commission on Infrastructure's (ICI) special adviser.
Before this, Garbin extolled Co for his resignation as a Ako Bicol Party-list congressman. Garbin said what Co did was a "sacrifice" rather than an abandonment of his duties.
Magalong said that such a statement was insulting to Filipinos.
"My God, nagnakaw ka [sa] bayan tapos sasabihin mo it was a sacrifice on your part and it's not an abandonment. Ganyan na ba kababa yung standar natin sa Kongreso? (My God, you stole from the nation and then you say it was a sacrifice on your part and not an abandonment. Has the standard in our Congress fallen this low?)" he stated.
"Callousness, hypocrisy, at nakakainsulto sa mentalidad nating Pilipino (and it is an insult to our Filipino mentality)," he added.
Co is embroiled in the multibillion-peso flood control project corruption scandal.
Meanwhile, Magalong also described the accusation involving the anomalous tennis court project against him as "below the belt". Questions of conflict of interest were raised against Magalong over the tennis court in Burnham Park, which involved St. Gerrard Construction.
Prior to his resignation from the ICI, President Marcos ordered his legal team to study Magalong's appointment as special adviser to the independent body. Communications Undersecretary Claire Castro said this after labor groups raised concerns that Magalong might affect the commission’s independence.
"Sobra na yan, yun ang di ko ma-take. Parang pinapalabas mo pa na corrupt ako. Mag-aaway na tayo diyan (That’s too much, that’s what I can’t take. It’s as if you’re making it look like I’m corrupt. We’re going to fight over that)," Magalong said.
"Kung bulok ba ko lalabanan ko ba yung mga very powerful na tao diyan? (If I’m rotten, would I fight those very powerful people there?) You have to make sure that you have the moral ascendancy," he added.
