The Commission on Elections (Comelec) on Thursday, Oct. 2, proclaimed three more party-lists winners in the 2025 mid-term elections after deciding with finality to disqualify Duterte Youth Party-list, which was initially given three seats in the House of Representatives.
Proclaimed during a ceremony at the Comelec office in Manila were: Abono, Ang Probinsyano and Murang Kuryente party-lists, which ranked 56th, 57th and 58th, respectively, in the party-list race.
Their proclamation came a day after Comelec upheld with finality its cancellation of registration of the Duterte Youth Party-list over untruthful statements in its petition, particularly on the eligibility of its nominees; lack of bona fide intention to represent the sector for which the petition has been filed; and advocating violence or unlawful means to achieve its goal, among other reasons.
Alfred Co delos Santos will represent Ang Probinsyano, while Robert Raymund Estrella will represent Abono. Arthur Cua Yap is Murang Kuryente's top nominee. All three will serve in the current 20th Congress.
Comelec Chairman George Erwin Garcia, in a press conference, said their decision to announce new winning party-lists was based on the recent Comelec case decided by the Supreme Court (SC) involving An-Waray Party-list.
In 2019, the SC upheld the Comelec's decision to cancel An-Waray's registration over reported election law violation when its second nominee took an oath despite only being entitled to one seat in the House.
Akbayan, which ranked 57th in the 2022 midterm elections, was then proclaimed and entered into the House of Representatives with only one year left in the previous 19th Congress.
"Ginamit po ng aming legal department, ng supervisory group ng Commision en banc, acting as National Board of Canvassers, 'yung pinaka-latest cases, katulad po ng kaso ng (Our legal department, our supervisory group in the Commision en banc, acting as National Board of Canvassers only cited the latest cases, including the) An-Waray versus the Commission on Elections," Garcia said.
The en banc, he said, proclaimed the party-lists in the next bottom three, which, in this case were Ang Probinsyano, Abono, and Murang Kuryente.
Recently, Comelec also proclaimed Gabriela Party-list after the en banc decided to allocate one more seat, or a total of 64 seats.
This was in line with Republic Act (RA) No. 7941 or the Party-list System Act, which mandated that party-list representatives should comprise 20 percent of all House members.
The initial 63 party-list seat allocation only occupied a little more than 19 percent of the total seats in the House of Representatives in the 20th Congress.
