President Marcos has directed the Department of Budget and Management (DBM) to release P100 million in local government support fund (LGSF) to typhoon-stricken Masbate for the province's rehabilitation.

Marcos announced this before affected families in Masbate on Wednesday, Oct. 1.

"Nag-instruction din ako dahil sa request ng governor – Governor (Richard) Kho nag-request – nag-instruct na ako sa DBM bago ako umalis ng Maynila na mag-download ng P100 million na LGSF para mayroon kayong immediate na magamit na para sa pag-rehabilitation (I also gave instructions because of the governor’s request—Governor Kho requested it—so I instructed the DBM, before I left Manila, to download ₱100 million from the LGSF so that you will have immediate funds to use for rehabilitation)," Marcos said.

Marcos also assured the affected families of sustained assistance, saying various government agencies have been mobilized to help them.

"Kaya po ay patuloy po ito. Huwag kayong mag-alala, patuloy po ang suporta ng pamahalaan hangga’t nangangailangan kayo. Kahit na matagalan tayo nang kaunti dahil hindi pa ninyo naaayos ang inyong mga tahanan, naka-support na kami (That is why this will continue. Do not worry, the government’s support will continue for as long as you need it. Even if it takes a little longer because your homes are not yet repaired, we are already here providing support," Marcos said.

"[T]initiyak po namin na lahat po kayo ay suportado ng mga iba’t ibang ahensya ng ating pamahalaan (We assure you that all of you are being supported by the different agencies of our government)," Marcos added.

The President told Masbate residents to not hesitate in asking for help from the government—either from the Department of Social Welfare and Development (DSWD) or the city and provincial government.

"Kaya huwag po kayong magdadalawang-isip. Kung mayroon kayong pangangailangan, sabihin po ninyo sa sinuman na ahensiya, sa DSWD, syempre sa provincial government, sa municipal government, lahat po ay puwede, sa city government, lahat po (So do not hesitate. If you have any needs, let any agency know—DSWD, of course the provincial government, the municipal government, even the city government, all of them)," Marcos said.

"Huwag po kayong magdadalawang-isip. ‘Pag may pangangailangan kayo, kung maibibigay namin, gagawin namin, ibibigay po namin sa inyo (Don’t think twice. If you have a need and we can provide it, we will do it, we will give it to you)," he added.

He also encouraged them to be patient towards recovery.

"Kaya kaunting tiyaga na lang, kaunting dasal ay makakabalik din po tayo, at nandito po kami sa likod ninyo (So with just a little more patience and a little more prayer, we will be able to recover, and we are here behind you)," he said.

Marcos also announced P28 million worth of aid released by the Department of Labor and Employment (DOLE) to the provincial government of Masbate intended for livelihood assistance and Tulong Panghanapbuhay sa ating Disadvantaged Workers (TUPAD) beneficiaries.

During his visit in the province, the President oversaw the distribution of family food packs, hygiene kits, malong, 10-meter laminated sacks, water filtration kits and the P10,000 cash assistance each to 600 families through the DSWD's Assistance to Individuals in Crisis Situation (AICS).

The Philippine Charity and Sweepstakes Office (PCSO) meanwhile gave out hundreds of “chari-timba” containing various grocery items.

As of Sept. 30, the Nursery Elementary School shelters 41 families or 121 individuals displaced by Typhoon Opong.

Aside from aid distribution, the President also inspected the school buildings in Nursery Elementary School to assess the damage made by Typhoon Opong.

He ordered the Department of Education (DepEd) to rehabilitate within one month the 806 damaged classrooms.

Marcos likewise vowed to restore the power in Masbate and initially provided generator sets essential in providing electricity and clean water.
