House seeks 1 extra session day to pass 2026 budget

The House of Representatives adopted on Wednesday afternoon, Oct. 1 a resolution asking the Senate to extend plenary sessions of Congress from Friday, Oct. 10 to Monday, Oct. 13, 2025.
The request, embodied in House Resolution (HR) No.320, was adopted amid concerns that the P6.793-trillion national budget for 2026 can't be passed by the lower chamber on time due to a technicality.
Since sessions can't be held on Saturdays and Sundays, the House is essentially asking for one extra session day, to be held on Oct. 13.
The full title of measure read: "A resolution requesting the Honorable Senate of the Philippines to grant its consent to the House of Representatives to extend its plenary session to Oct. 13, 2025, for the purpose of considering the General Appropriations Bill (GAB), fiscal year 2026 on third and final reason."
Deputy Speaker La Union 1st district Rep. Paolo Ortega V, the presiding officer at the time, carried the motion to adopt HR No.320 after a simple voice vote.
A separate motion to immediately transmit the adopted measure to the Senate was also quickly approved by the House plenary.
"There is a need to conduct one aditional session day on October 13, 2025. to vote on the Third and Final Reading of the General Appropriations Bill (GAB) for Fiscal Year 2026," read HR No.320.
"Following the expected approval of the General Appropriations Bll (GAB) FY 2026 on Second Reading on October 10, 2025, Members of the House of Representatives wll require the constitutionally mandated period of three (3) days to study and review the final version of the bill prior to nominal voting on Third and Final Reading, in accordance with the legislative process and to ensure informed and deliberate decision-making," it added.
Speaker Faustino "Bojie" Dy III bared in a radio interview Tuesday that the House leadership was studying the possibility of extending the sessions before solons go on their annual All Saints' Day and All Souls' Day break, which was supposed to begin on Oct. 10.
The House and Senate--the two chambers that comprise the bicameral Congress of the Philippines--must go on break at the same time.
HR No.320 was filed by Dy, Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos, Minority Leader 4Ps Party-list Rep. Marcelino "Nonoy" Libanan, and Committee on Appropriations Chairperson Nueva Ecija 1st district Rep. Mikaela Angela "Mika" Suansing.
