The House of Representatives made a slight tweak to its schedule as far as the plenary debates on the P6.793-trillion General Appropriations Bill (GAB) or proposed national budget for 2026 is concerned.
From Wednesday, Oct. 1, the conclusion of the per agency budget deliberations in plenary has been moved to Thursday, Oct. 2.
Slated for plenary debates on Thursday are the Civil Service Commission (CSC), including the Career Executive Service Board; the Department of Migrant Workers (DMW), including attached agencies; and the Department of the Interior and Local Government (DILG), including attached agencies.
There will also be a discussion on the lump sum funds in the 2026 national budget, to be led by House Committee on Appropriations Chairman Nueva Ecija 1st district Rep. Mikaela "Mika" Suansing.
The traditional Turno En Contra, to be delivered by Minority Leader 4Ps Party-list Rep. Marcelino "Nonoy" Libanan, will also be held Thursday.
The new plenary schedule still lists Oct. 10 as the date for the period of amendments on the 2026 budget--the largest in the country’s history.
Embodied in House Bill (HB) No.4058, the P6.793-trillion GAB has been under plenary debates for the past two weeks. This is the final stage before the budget measure gets approved on third and final reading by the House members.
The GAB--once approved on third and final reading by the House of Representatives--shall be transmitted to the Senate for its review.
After the Senate approves its version of the GAB, the Bicameral Conference Committee will convene in order to reconcile and harmonize conflicting provisions, if any, between the two versions of the budget measure.
The goal is to have the President sign the proposed 2026 outlay before the end of the fiscal year.
