BCDA seals triple deals with Japan for green, digital economic hubs

The Bases Conversion and Development Authority (BCDA) has completed three agreements with the Japanese government and private sector partners to accelerate the development of its thriving economic hubs.
In a statement on Wednesday, Oct. 1, the BCDA said these deals aim to advance waste management, renewable energy, telecommunications, and sustainable development across BCDA-managed properties.
As part of the BCDA’s business mission to Tokyo, Japan, the state-run agency signed a memorandum of understanding (MOU) with Japanese industrial and engineering firm Kanadevia Corp (KVC).
Under the agreement, KVC will lead the preliminary feasibility studies for the development of a waste-to-energy (WTE) facility in New Clark City, Tarlac.
The BCDA said this effort aligns with its vision of transforming New Clark City into a “green and resilient metropolis,” leveraging sustainable solutions and a circular economy.
The BCDA also signed an agreement with Japanese telecommunications firms IPS Inc. and InfiniVAN Inc. to explore potential collaborative projects.
This partnership looks to maximize the utilization of telco assets across BCDA’s properties, particularly the Poro Point Freeport Zone in La Union.
The development is seen to contribute to the implementation of the Luzon Bypass Infrastructure Program, ensuring that high-speed internet connectivity reaches local communities.
Lastly, the BCDA sealed a partnership with export credit agency Japan Bank for International Cooperation (JBIC), focusing on the development of BCDA projects that support environmental and social sustainability.
Under this MOU, JBIC will help promote the BCDA’s green and sustainable initiatives among Japanese firms, potentially driving fresh investments.
JBIC is also willing to explore strategic funding options to support such initiatives.
BCDA President and Chief Executive Officer (CEO) Joshua Bingcang said these agreements will promote sustainable development across the agency’s properties, while also strengthening digital connectivity.
“More than infrastructure, these collaborations will deliver direct benefits to Filipinos by creating jobs, attracting investments, and improving quality of life,” said Bingcang.
“BCDA is proud to stand with Japan in shaping a greener, smarter, and more resilient Philippines,” he added.
Philippine Ambassador to Japan Mylene De Joya Garcia-Albano said these partnerships reflect the strong economic relationship between the governments of Japan and Philippines.
"These agreements are more than just documents; they represent a shared commitment to collaboration, innovation, and sustainable growth,” said Garcia-Albano.
“We are confident that these MOUs will pave the way for more meaningful business opportunities, foster stronger partnerships, and deliver tangible benefits not only to the companies involved but also to the broader Philippine-Japan economic relationship,” she continued.
