After years of legal battles, BCDA claims Camp John Hay

A Baguio Regional Trial Court has ordered the immediate turnover of the 247-hectare Camp John Hay property to the Bases Conversion and Development Authority (BCDA).

In a statement on Sunday, Jan. 5, the BCDA said the court's decision is a major victory for the government, which has been seeking to regain control of the prime real estate for several years.

The court's order, issued on Jan. 3, 2025, denied a motion filed by CJH Development Corporation (CJH DevCo) to delay the turnover, the BCDA said.

According to the BCDA, the RTC order cleared the way for it to assume full control of the property, including all land and any existing structures.

“This means all land and improvements in the property, whether directly held by CJH DevCo, its subsidiaries and/or affiliates or occupied/held by other individuals or parties claiming rights under them, must be turned over to the BCDA,” the agency said.

The BCDA also said that the court has directed its sheriffs to fully implement the writ of execution and notice to vacate, ensuring the prompt return of the property.

The BCDA, meanwhile, assured the public that businesses currently operating within Camp John Hay will be allowed to continue.

“BCDA assures the public that businesses will continue to operate in Camp John Hay,” the BCDA said. “It is also calling on all stakeholders to step forward, reach out to them, and work together for a smooth and orderly transition.”

The BCDA also cited a Supreme Court ruling in favor of the BCDA as the basis for the Regional Trial Court's order.

The BCDA has also outlined plans to redevelop the area, attracting new investments, creating jobs, and boosting the local economy.

The agency urged all stakeholders, businesses, and community groups in Camp John Hay to collaborate and ensure a seamless transition.

“BCDA wishes to stress that only through collaborative efforts can the benefits of the ruling be maximized,” the agency said. “This Supreme Court victory is not just about BCDA; it is about building a brighter, more inclusive future for all Filipinos.”

In 1996, CJH DevCo leased Camp John Hay from BCDA to develop it into a tourist spot. However, disputes over payments and plans led to a 2015 ruling voiding the lease.
