The province of Albay mourned the death of first district Rep. Edcel Lagman on Thursday, Jan. 30.

Acting Gov. Baby Glenda Ong-Bongao on Friday, Jan. 31, signed Executive Order No. 10, Series of 2025, ordering the flying of the Philippine flag at half-mast in all government offices and public offices in the entire province in honor of Lagman’s exemplary service to the people of Albay and the Filipino people.
"Now, therefore, 𝗜, Baby Glenda Ong-Bongao, acting governor of the province of Albay, by virtue of the powers vested in me by laws and the Constitution of the Philippines, do hereby order that the 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗙𝗹𝗮𝗴 𝗯𝗲 𝗳𝗹𝗼𝘄𝗻 𝗮𝘁 𝗵𝗮𝗹𝗳-𝗺𝗮𝘀𝘁 𝗶𝗻 𝗮𝗹𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗼𝗳𝗳𝗶𝗰𝗲𝘀 𝗮𝗻𝗱 𝗽𝘂𝗯𝗹𝗶𝗰 𝗽𝗹𝗮𝗰𝗲𝘀 𝘄𝗵𝗲𝗿𝗲 𝘁𝗵𝗲 𝗳𝗹𝗮𝗴 𝗶𝘀 𝗯𝗲𝗶𝗻𝗴 𝗱𝗶𝘀𝗽𝗹𝗮𝘆𝗲𝗱 𝗶𝗻 𝘁𝗵𝗲 𝗲𝗻𝘁𝗶𝗿𝗲 p𝗿𝗼𝘃𝗶𝗻𝗰𝗲 𝗼𝗳 𝗔𝗹𝗯𝗮𝘆, 𝗳𝗿𝗼𝗺 𝗙𝗲𝗯. 𝟯, 𝟮𝟬𝟮𝟱 𝘂𝗻𝘁𝗶𝗹 𝗙𝗲𝗯. 𝟳, 𝟮𝟬𝟮𝟱 as a sign of respect, honor, and recognition of the incumbent first district Representative of Albay Hon. Edcel C. Lagman Sr. for his exemplary service to the Albayanos and the Filipino people," Bongao said.
Lagman, Liberal Party president, died at the age of 82 at 5:01 p.m. due to cardiac arrest.
Tabaco City, Albay Mayor Krisel Lagman announced the death of her father.
"It is with profound sadness that we announce the passing of our beloved father, " Mayor Lagman said. "At his final peaceful moments, he was surrounded by all his children, sisters, and family members."
"He left this world the way he lived his life – with integrity, compassion, and fearlessness. He fought until the end with the dogged determination, tenacity, and unshakable hopefulness that defined all that he stood for," she added.
"He will be remembered and honored by his family, friends, and colleagues as a remarkable and generous father; a warm, thoughtful, and loving brother, uncle, and lolo; a true and loyal friend; and an upright, principled, and unwavering advocate of human rights and the rule of law," she said.
