The Bases Conversion and Development Authority (BCDA) has inked a 50-year lease agreement with Science Park of the Philippines, Inc. (SPPI) to develop an industrial park in New Clark City, Tarlac, poised to attract 30,000 new jobs.

The state-run BCDA signed the deal on Jan. 23, with industrial estate development firm SPPI and its locators committing to invest P30 billion in the 100-hectare property.

In a statement, BCDA President and Chief Executive Officer Joshua Bingcang said the common goal of this collaboration is to facilitate job creation and empower the local economy.

“By developing this industrial park, the project is set to open up thousands of job opportunities, not just in construction and manufacturing but across a variety of industries,” added Bangcang.

With an ambitious goal of creating 30,000 new jobs, the BCDA said this would span various sectors within the industrial park such as food production, textiles, automotive parts, electric vehicles, semiconductors, and data centers.

The agency said this is projected to contribute significantly to New Clark City’s economic development.

New Clark City, a growing metropolis north of Manila, was a former military base that is expected to be the country’s first smart, green, and disaster-resilient city.

The industrial park set to rise within the city is positioned to generate about P1.9 billion in income tax revenues for the government.

SPPI Chairperson Guillermo Luchangco, for his part, expressed gratitude to the BCDA for awarding his company with the project.

Luchangco emphasized that the SPPI is committed to delivering a development that “not only meets, but ideally exceeds, the standards set forth”.

"We feel that in our own modest way, we have been able to contribute to the economic growth of the Philippines by putting up world-class industrial estates which enable us to attract manufacturing and technology companies to set up shop in our country," he said.

Renowned for its sustainable industrial parks, the SPPI currently has six sites across the Philippines that serve both local and multinational enterprises.

SPPI’s parks are located in Cabuyao and Calamba in Laguna; Santo Tomas and Malvar in Batangas; Lapu-Lapu City, Cebu; and Hermosa, Bataan.
