The Philippine Health Insurance Corporation (PhilHealth) will launch its new Rehabilitation and Mobility (RM) Benefit Package on Feb. 14 , providing financial support for physical rehabilitation services and mobility assistive devices for members with disabilities and related health conditions.

Under PhilHealth Circular No. 2025-0003, published on Jan. 20, the new package will provide financial support for outpatient physical medicine and rehabilitation services.

As such, it will cover mobility assistive devices such as walkers, crutches, canes, and wheelchairs, easing the burden on members who require these for daily activities.

PhilHealth stated that the RM package will initially be available in government-owned or controlled corporation (GOCC) healthcare institutions accredited by PhilHealth, including the Philippine General Hospital, National Kidney and Transplant Institute, and other select facilities.

Eligibility and coverage

The circular said that all PhilHealth members, including dependents, are eligible for the RM package.

However, it noted that the coverage requires an assessment and recommendation from a licensed physician, who must certify the need for rehabilitation services or mobility devices.

For outpatient rehabilitation services, the package includes a maximum coverage of P7,500 per year, which can be availed through accredited facilities.

It added that the cost of assistive devices is also covered, with a limit of P15,000 per device every five years, depending on the member’s needs.

Requirements and guidelines

To avail of the benefits, PhilHealth said patients must submit a duly accomplished PhilHealth Claim Form 1, along with a medical certificate or prescription indicating the recommended services or devices.

Accredited facilities are required to submit proof of the patient’s medical condition and detailed specifications of the prescribed device, the circular stated.

PhilHealth emphasized that the goal of the package is to ensure accessibility and affordability of rehabilitation services for persons with disabilities (PWDs), individuals recovering from injuries, or those with degenerative diseases affecting mobility.
