Students should get 20% discount on mobile data—group

A group advocating for digital technology has called for the review of Republic Act 11314, or the Student Fare Discount Act, to include mobile data loads in the 20 percent discount granted to students.

Digital lawyer Nick Conti from Click said that internet connectivity is a must in today’s digital world and that the Covid-19 pandemic further highlighted the reliance on internet connection for education.

“Education should be accessible to all, and in today’s digital age, affordable internet is as important as books and classrooms,” Conti stated during a Calamba City forum.

“This student discount on mobile data ensures that every Filipino student has equal access to online resources, digital learning platforms, and research tools—regardless of where they are,” he added.

Under the proposal, students with valid student ID and enrollment form should be able to avail of the 20-percent discount on mobile loads.

Students from elementary to college, including those enrolled in vocational and technical courses, can avail of the discounts.

While Conti said that the student discount on transportation fares is important, “the bigger gap is in digital access” because “internet connectivity is the bridge to knowledge.”

The proposal will also extend to students in remote areas, where online learning is largely dependent on mobile data because of the limited and lack of public WiFi.

It also aims to partner with major telecommunication providers as doing so would help lower the cost of education-related internet usage, empowering students to excel academically.

“This is not just about cheaper internet—it’s about opening doors to a brighter future for our students. Affordable mobile data enables students to stay connected with their schools, engage in online learning, and maximize their potential,” Conti said.
