Marcos wants to remove DSWD programs from unprogrammed funds

Programs under the Department of Social Welfare and Development (DSWD) should be excluded from the unprogrammed appropriation next year, President Marcos said.

"DSWD programs should no longer [be] in the unprogrammed appropriation next year,” Marcos said in a meeting with DSWD at Malacañan Palace on Tuesday, Jan. 14.

“Dapat nandyan na (programmed) para mabilis mapakinabangan (It should already be included in the programmed so that it would promptly be utilized),” he added.

Marcos stressed that the move would allow needy Filipinos to quickly benefit from government welfare programs.

According to the Department of Budget and Management (DBM), programmed appropriations are appropriations with definite/identified funding as of the time the budget is prepared while unprogrammed appropriations are those which provide standby authority to incur additional agency obligations for priority programs or projects when revenue collection exceed targets, and
when additional grants or foreign funds are generated.

The DSWD budget decreased by P10.85 billion or 4.79 percent from P226.67 billion in the FY 2025 National Expenditure Program (NEP) to P215.82 billion in the approved 2025 national budget.

The DSWD is requesting P41.8 billion as additional funding from the Unprogrammed Appropriations (UA) to cover the Pantawid Pamilyang Pilipino Program (4Ps) grants for the period of August to December 2025.

The meeting on Tuesday was held to discuss the results of agency budget review under the FY 2025 General Appropriations Act vis-à-vis the FY 2025 National Expenditure Program (NEP).
