The Department of Social Welfare and Development (DSWD) has released the guidelines for the distribution of the First 1,000 Days (F1KD) conditional cash grants under the Pantawid Pamilyang Pilipino Program (4Ps), which will begin this January.
The guidelines are outlined in DSWD’s Memorandum Circular No. 1, Series of 2025, signed by Secretary Rex Gatchalian on Jan. 6.
“Through the provision of the F1KD grant for qualified beneficiaries, we will be able to improve the health-seeking behavior of our 4Ps beneficiaries and prioritize the needs of young children to prevent stunting and malnutrition,” DSWD spokesperson Assistant Secretary Irene Dumlao said on Monday, Jan. 13.
The F1KD grant provides additional financial assistance to support essential health and nutrition expenses during the critical first 1,000 days of a child’s life.
Female 4Ps beneficiaries who are pregnant, as well as households with children aged two and below, will receive an additional P350 monthly health grant.
To ensure positive health outcomes, the 4Ps F1KD is in line with Republic Act No. 11148, also known as the “Kalusugan at Nutrisyon ng Mag-Nanay Act,” and the Department of Health (DOH) protocols.
Conditionalities include accessing prenatal services at DOH-accredited facilities, receiving ante-natal care, delivering at accredited health facilities, attending post-natal visits, and obtaining micronutrient supplements and immunizations, among other requirements.
Health facilities will monitor beneficiary compliance, and the monthly cash grants will be released based on this compliance.
In areas that are geographically isolated and disadvantaged, health workers will assess whether beneficiaries are unable to meet certain conditions.
In such cases, appropriate measures will be taken to ensure beneficiaries still receive necessary health and nutrition services, and they will be considered compliant for grant disbursement.
The additional conditional cash grant is provided on top of the existing benefits under the 4Ps program.
Each household-beneficiary currently receives a monthly health and nutrition grant of P750.
For education, beneficiaries receive P300 per month for children in elementary school, P500 for those in junior high school, and P700 for those in senior high school.
Beneficiaries are also entitled to a monthly rice subsidy of P600.
