Five new undersecretaries of theDepartment of Public Works and Highways (DPWH) were sworn in on Tuesday, Sept, 30, as part of a reorganization to strengthen operations and accountability in the department
DPWH Secretary Vince Dizon said President Marcos signed the appointment papers of the new officials.
The move comes amid reports of multi-billion-peso flood control anomalies and alleged “ghost projects” within the agency, highlighting the need for greater transparency and oversight.
The new undersecretaries and their key responsibilities are:
Arrey Perez – Undersecretary for Operations, overseeing Convergence Projects and Technical Services
Arthur Bisnar – Undersecretary for Regional Operations
Charles Calima Jr. – Undersecretary for Special Concerns
Ricardo Bernabe III – Undersecretary at the Office of the Secretary
Samuel Rufino Turgano – Undersecretary for Legal Services
Dizon, who personally administered the oath, said the team is expected to accelerate responses to complaints, improve monitoring of ongoing projects, and strengthen transparency across the agency.
Their appointments reflect a broader effort by the administration to enforce accountability and prevent corruption, according to Dizon.
