BACOLOD CITY – Five officers from the Police Regional Office-Negros Island Region (PRO-NIR) have been promoted to the rank of police lieutenant colonel.
They were Police Lt. Col. Jethro Mipaña, assistant chief of the Regional Comptrollership Division (RCD), Police Lt. Col. Nelson Amsiwen Jr., acting chief of the Provincial Plans and Programs Unit (PPPU) of Negros Occidental police, Police Lt. Col. Ralph Lauren Morelos, chief of the Regional Tactical Operations Center (RTOC), Police Lt. Col. Romar Pacis, assistant chief of the Regional Plans and Programs Unit, and Police Lt. Col. Joel Senogat Jr., assistant chief of the Regional Personnel and Records Management Division (RPRMD).
The oathtaking and donning of ranks ceremony, held at Kanlaon Hall inside Camp Alfredo M. Montelibano Sr. in Barangay Estefania here, was led by Police Brig. Gen. Arnold Thomas Ibay, PRO-NIR director on Monday, Sept. 29.
Family members and fellow officers witnessed the event.
In his message, Ibay congratulated the five officers and emphasized that the promotion is more than a change in insignia, it represents a higher level of leadership and responsibility.
He reminded them that their new roles will demand integrity, professionalism, and unwavering commitment to public service.
Ibay encouraged them to stay grounded by honoring the people who supported them – especially their families and mentors – as they take on the greater challenges ahead.
