Marcos to revive acceptance rule for national infra projects

President Marcos is bent on reinstating the rule of requiring local government units (LGUs) to officially accept national infrastructure projects in their areas before they can be declared completed.
Marcos said all LGUs will have to implement the rule again after its removal in the previous administration.
He stressed that the rule was a safeguard to ensure the quality of nationally-funded infrastructure projects.
"Kaya po ibabalik po natin yan Gov, lahat ng LGU ngayon - mula ngayon ay ibabalik natin ang proseso ng pag-accept ng local government executive (So we will restore that, Governor. From now on, all LGUs will have the process of acceptance returned to the local government executive),” Marcos told Cagayan Governor Edgardo Aglipay, during his visit to Gonzaga, Cagayan on Saturday, Sept. 27.
The President said he was surprised to learn from a barangay chairman during his inspection of anomalous flood control projects that the authority of LGUs to accept national projects was no longer applied.
“Noong governor po ako, hindi po puwedeng sabihing completed yung project na yun hanggang tinanggap ng local government unit (When I was governor, a project could not be declared completed until it was accepted by the local government unit),” he said.
Marcos served as Ilocos Norte governor from 1983 to 1986 and from 1998 to 2007.
“Nagulat ako kasi napaka-importante ‘yan na mayroon kang clearance sa barangay chairman, may clearance ka sa mayor, may clearance ka sa probinsya dahil iyon ang paraan namin, sa local government, para tiyakin na yung mga project ay maganda ang pagkagawa at tama at hindi naman nagmahal nang masyado (I was surprised because it is very important to have clearance from the barangay chairman, clearance from the mayor, and clearance from the province, since that is our way in the local government to ensure that the projects are well-constructed, done properly, and not excessively costly),” the President added.
The Chief Executive first mentioned reviving the acceptance rule two weeks ago when he directed the Department of Public Works and Highways (DPWH) to bring the rule back.
He then underscored that the rule is an effective safeguard to ensure that flood control projects are indeed up to standards and planning.
